The adoption of such a law will provide families with children with an additional opportunity to improve their living conditions at the expense of maternity capital, State Duma Chairman Vyacheslav Volodin previously stated. “They will be able to use these funds to renovate homes located in townhouses, duplexes and other residential buildings,” the speaker explained, “this is important, given that these types of homes are becoming increasingly popular in our country, especially in large cities. .”

The chairman of the State Duma also drew attention to the fact that the budget for next year provides not only for the continuation of maternity capital payments, but also for their indexation taking into account inflation. Let us remind you that now this amount will be 631 thousand for the first child and 834 thousand rubles for the second.

Vladimir Koshelev, First Deputy Chairman of the Committee on Construction, Housing and Communal Services of the State Duma, noted in a comment to RG that residents of semi-detached houses with the arrival of children often choose the option of carrying out a major renovation with the expansion of the house area through an extension. “But according to current regulations, maternity capital can only be used to buy a new home, but not to expand an existing one, although for many families this is the most profitable and affordable option,” he explained. “Our bill eliminates this conflict.”

“We are constantly improving the possibilities of using family capital. The need to change this rule was pointed out by the Constitutional Court,” recalled the deputy chairman of the Economic Policy Committee of the State Duma, Sergei Altukhov. “I believe that in this way we have achieved justice for many families who move out of the city and purchase homes in development-blocked low-rise complexes. “Now they will have the opportunity to equip a convenient space for children, using funds from maternity capital.”

The amendments were developed in compliance with the decision of the Constitutional Court of the Russian Federation of December 21, 2022 in the case of verifying the constitutionality of paragraph 2 of part 1 of article 10 of the Federal Law “On additional support measures state to families with children.”
