The official representative of the Kremlin answered my question as follows:

– In the CSTO member states there are recruiters who try to recruit citizens of our countries to participate in illegal terrorist groups and formations in other regions, in other countries of the world.

They manage to seduce some citizens down this criminal path.

The CSTO member countries are fighting together for this.
