Ryabkov observes the current format of relations between countries in a “coma state” because of Washington, which advocates “inflicting a strategic defeat on Russia.” In this sense, the deputy director of the Russian Foreign Ministry admits that the United States itself will officially reduce the level of its diplomatic presence “or even break completely.”
