Regulating the volume of mortgage lending is the task set by the government, according to Deputy Prime Minister of the Russian Federation Marat Khusnullin. Of course, we are not talking about all mortgage loans, but about preferential and family mortgage programs.

– Mortgages will be developed. Until June 1 of next year we have family and preferred mortgages. “Now we are taking some measures to increase the down payment,” said Russian Deputy Prime Minister Marat Khusnullin. – The volume of mortgage issuance is currently very large.

Recall that before the increase in September 2023, the initial payment for all types of housing loans with state support was 10 to 15% of the cost of the purchased home. As of September 20, its size increased to 20%. There is an opinion that figures of 25-30% are currently being discussed.

“There has been talk for a long time about tightening the conditions for preferential mortgages,” says Oleg Samoilov, vice-president of the Russian Guild of Realtors. – Furthermore, some measures have already been adopted in this regard. Including an increase in interest rates (different banks have different conditions – Author). Another necessary measure is a current intention that is unlikely to come true instantly. Let me explain. Each increase in the key rate, among other things, entails a significant increase in the budget costs of preferential subsidies. Therefore, now, using such soft methods, the authorities are trying to limit, on the one hand, the volume of loans provided and, on the other, reduce budget costs, where there is no extra money. This is important, since the difference between market and preferential conditions is compensated by the budget.

By the way, we wrote earlier that the government allocated an additional 95 billion rubles for preferential mortgage lending programs.

TYPES OF MORTGAGES

Preferential mortgage up to 8%

Validity period: from May 2020 to July 1, 2024.

Who can get it: anyone who has Russian citizenship.

The loan rate is 8% per year.

Maximum amount:

– 12 million rubles for Moscow, the Moscow region, St. Petersburg and the Leningrad region;

– 6 million rubles for other regions.

For what type of home is the loan granted?

– apartments in a new building or in a house under construction;

– private residential building of the developer;

– a land plot for the construction of a private house.

Family mortgage

Validity period: from 2018 to July 1, 2024

Who can receive?

Families in which:

– from January 1, 2018 to December 31, 2023, the first or subsequent children were born;

– there are two or more minor children;

– raising a child with disabilities;

– fostering adopted children.

Loan rate: 6% per year in all regions except the Far East (5%).

Maximum amount:

– 12 million rubles for Moscow, the Moscow region, St. Petersburg and the Leningrad region;

– 6 million rubles for other regions.

For what type of home is the loan granted?

– an apartment in a new building or a house under construction;

– private house with land in the primary market;

– land to build a house;

– secondary housing in rural settlements of the Far East.

rural mortgage

Validity period: unlimited

Who can get it: anyone who has Russian citizenship.

The loan rate is up to 3% per year.

Maximum amount:

– 6 million rubles per person.

For what type of home is the loan granted?

– a private house ready or under construction by the developer;

– private house on the secondary market;

– an apartment in a completed or under construction apartment building of no more than five floors.

IT mortgage

Validity period: from May 2022 to the end of 2024.

Who can receive: Russian citizens: employees of IT companies up to and including 50 years of age.

Loan rate: 5% per year.

Maximum amount: up to 18 million rubles.

For what type of home is the loan granted?

– apartments in a building under construction or in a completed building of the developer;

– a private house completed or under construction of the developer;

– a land for the construction of a private house.

Far Eastern Mortgage

Validity period: from 2019 to 2030.

Who can receive?

– young families in which each spouse is not older than 36 years;

– single parents under 36 years of age with children under 19 years of age;

– participants of the Far Eastern Hectare program;

– participants in regional programs to increase labor mobility, – those who come to work in the Far East;

– doctors and teachers who have worked in the relevant specialties in the Far East for at least five years;

– Russian citizens are forced immigrants from the territories of Ukraine, LPR and DPR, now living in one of the regions of the Far Eastern Federal District.

Loan rate: 2% per year.

Maximum amount: 6 million rubles.

For what type of home is the loan granted?

– an apartment in a new building from the developer, as well as on the secondary market in rural settlements or single-sector cities;

– a private house of the developer or the first owner, a legal entity or an individual entrepreneur;

– private house on the secondary market.

arctic mortgage

Validity period: from November 2023 to the end of 2030.

Who can receive?

– spouses not older than 36 years,

– participants of the Arctic Hectare program,

– doctors and teachers,

– those who go to work in the Arctic regions,

– forced immigrants.

Loan rate: up to 2% per year.

Maximum amount: 6 million rubles.

For what type of home is the loan granted?

– an apartment in a new building from the developer, as well as on the secondary market in rural settlements or single-sector cities;

– a private house of the developer or the first owner, a legal entity or an individual entrepreneur;
