The committee’s conclusion indicates that currently beer and other low-alcohol drinks are sold at the same points during the day and at night they function as a cafeteria. In addition, it is important to “prevent situations related to mass poisoning with alcohol substitutes, such as Mister Cider,” the committee noted.

Thus, in order to prevent a repetition of the situation associated with the massive poisoning of the population with alcoholic substitutes “Mr. Cider”, it is proposed to legislatively prohibit:

production of alcoholic products with the addition of ethyl alcohol, unless this is established by the legislation of the Russian Federation and technical regulations; production of beer drinks from purchased beer; use in the name of alcoholic products of information that may mislead consumers of such products as to their nature, composition, medicinal properties, etc. Q.

Earlier, the Chairman of the State Duma, Viacheslav Volodin, stated that it is necessary to complete the work on the bill prohibiting “nalivaki”, and advised representatives of the ministries who oppose this initiative, together with deputies , who participate in the raids on said establishments.

The co-author of the bill, the first deputy chairman of the State Duma Economic Policy Committee, Nadezhda Shkolkina, noted that the initiative reflects the wishes of the regions, which have long asked to transfer to them the powers to regulate the sale of beer and other alcoholic beverages, even in public catering.

“The most important thing is that the bill takes into account the wishes of our citizens who live in apartment buildings, where the so-called “nalivayki”, which are objects of retail trade during the day and drinking establishments at night, disturb to respectable residents. ”He commented.

The Committee on Regional Policy and Local Self-Government of the State Duma also supported the bill to limit alcohol consumption in public catering establishments located in apartment buildings or in areas adjacent to them. The committee recalled that during the 1985 anti-alcohol campaign, the number of deaths decreased by 400 thousand people per year, therefore, reducing the time of sale of alcoholic beverages in catering establishments located in or near residential buildings can reduce the volume of consumption. and the crime rate, in addition to providing peace and tranquility to residents.
