HE RAN OUT OF MONEY?

There is excitement in the automobile market. There are reports on the Internet and in the media about the termination of preferential car loan programs: there was money, but everyone left.

I called one of the larger car dealerships.

“There are still discounts, they apply to Moskvich 6 cars: 120 thousand rubles when purchasing on credit, this is a manufacturer’s discount,” the car dealer explained. – State programs were valid only for SVO participants, education and health workers. They were given a discount of up to 400 thousand rubles, but now these programs are no longer valid. Only the state program for electric vehicles remains. For example, when purchasing a Moskvich 3e car on credit worth 3 million 950 thousand rubles, a discount of 925 thousand is offered – the maximum possible. It will be valid until the end of November and it is unknown what will happen in December.

The reduction of the state support program for car purchases was officially confirmed.

“We began to receive notifications from banks that the limit of preferential car loans has been exhausted,” Alexander Savelyev, director of the Avilon Haval brand, told KP. – It is still difficult to predict the future volume of these programs.

The Ministry of Industry and Trade did not respond to KP’s question about the situation of preferential loans.

This year, 5.1 billion rubles were allocated to preferential car loans; Another 1.2 billion rubles were added in November, but the money has already been spent. However, it is possible that there is another “additive”. Earlier, Prime Minister Mikhail Mishustin stated that the preferential car loan program will continue until 2026 and that a total of 30 billion rubles are planned to be allocated for the next three years. That is, 10 billion per year. And only 6.3 billion were spent on this.

ADVANCE PAYMENT MAY BE PROHIBITED

Preferential car loans are not only social support for certain categories of the population, but also support for the domestic automobile industry. Against the background of an increase in the Central Bank rate to 15%, a drop in car sales is already being recorded. Therefore, subsidies for the purchase of a car will continue next year – this is the position of the Ministry of Industry and Trade.

So that the subsidies are not spent so quickly, next year a very convenient loophole can be closed to reduce prices: we are talking about the early repayment of the loan. A person took out a loan, received a significant discount, and then repaid the loan ahead of schedule with minimal losses – no more than 3 months. As a result, everyone is happy, but not the bankers.

“Despite the growth of car loans up to 20% annually, the number of credit purchases is not decreasing,” said financial expert Daria Timchenko in the November “Operational” of the Autostat agency. According to Operativka participants, this is precisely why it is not decreasing: because of pseudoloans.

WHAT WILL HAPPEN TO PREFERRED CAR LOANS IN 2024

In 2024, the preferential car loan program will be reviewed. If this year you included all cars produced in Russia under a special investment contract (SPIC), then after the New Year, most likely, only those that have obtained the required number of localization points will be included in the preferential list: at minus 1600 Just a screwdriver set will not give such an indicator, but if you arrange soldering and painting, you will get an additional 900 points. For now, the VAZ and UAZ models will probably fit the 1600.

Localization requirements will not apply to electric vehicles and discounts on them will increase from 25% to 35%. The list of beneficiary categories (SVO participants, healthcare workers and teachers) can be supplemented by people with health limitations.

The final conditions for prime auto loans for 2024 have not yet been set.
