“The budget is socially oriented, investment-oriented and balanced. Despite all the difficulties and challenges of modern times, in the medium term it is important to ensure the stability and sustainability of the financial system. This will allow us to solve all strategic tasks for the development of the social sphere, infrastructure and improvement of the quality of life,” said Albina Svintsova.

Although the budget of the Autonomous District was approved with a slight deficit, expenses on health, education, construction of housing, roads and social facilities far exceed the figures for 2023. Thus, in 2024 almost 64 billion rubles to support families and children. For social protection of the population – 44 billion, 22 percent more than in 2023. Spending on health and education will also increase by eleven percent and amount to 67 and 57 billion rubles, respectively.

Next year, Yamal will continue to renovate and build new hospitals; For example, in Novy Urengoy it is planned to open surgical and radiotherapy buildings, acquire modern diagnostic equipment, digitalize medical services and develop a rehabilitation system. In addition to the 75 existing “Growth Points”, where children acquire knowledge in technological, humanitarian and digital fields, six more will be opened. Also among the key tasks is the transformation of the secondary vocational education system to meet the needs of the real economy. The federal project “Professionalism” consists of new workshops, laboratories and internships for students in companies where they will go after defending their diploma. The education of schoolchildren in pre-professional classes will be more practically oriented and will include a comprehensive introduction to their future specialty.

Renew roads and housing stock.

The total volume of budget allocations for the implementation of state programs of the Autonomous District for 2024 will amount to 351 billion rubles. Only for the development of the energy, housing and communal services complex will be allocated 33 billion rubles, 23 percent more than the 2023 level. The target investment program will increase by 50 percent and will exceed 52 billion rubles, spending on the development of transport infrastructure will increase by twelve percent, and road infrastructure by thirteen percent. In addition, in 2024 the first international competition for young musicians “Yamal Symphony” will be held. In the field of physical education and sports, it is planned not only to build multifunctional complexes, but also to hold spectacular tournaments on a regional and all-Russian scale, for example, the playoff series of the National Junior Hockey League and the Finals of the Russian Cup of synchronized skating.

The main sources of income in 2024 will be: income tax, the planned collection level of which is 132.2 billion rubles, corporate property tax – 117.7 billion and personal income tax, 56.3 billion.

According to Maxim Lazarev, head of the “FAIR RUSSIA – PATRIOTS – FOR TRUTH” faction in the Yamal parliament, the approved budget takes into account all modern realities, now the task of all branches of government is to manage it wisely. Denis Sadovnikov, deputy of the LDPR, noted: although the document uses a basic economic scenario, this allows Yamal to develop, and Elena Kukushkina, representative of the Communist Party of the Russian Federation, assessed the dialogue between the authorities and the opposition.
