The Unified National Competition, the unique test launched by the federal government that has been called the “Enem of public competitions”, already has the support of nine ministries and a regulatory agency, according to the Ministry of Management, which organizes the new system. Folders have until September 29th to express interest in joining the test, which is likely to be administered on February 25th, 2024.

Among the bodies that have joined are the Ministry of Science, Technology and Innovation, the Ministry of Indigenous Peoples, the Ministry of Health, the Ministry of Labor and Employment, the Ministry of Management and Innovation in Public Services, the Ministry of Development, Industry, Commerce and Services, the Ministry of Justice and Public Security, the Ministry of Planning and Budget and the Ministry of Social Security, in addition to the National Waterway Transport Agency. In total, 5,151 places will be offered.

According to the federal government, this unified model will speed up the hiring of civil servants after the loss of 73 thousand public employees over the last six years. The idea is also to try to democratize access to public vacancies based on geographic dispersion in the competition, with approximately 180 cities listed as test locations, in addition to rationalizing costs.

This Wednesday, the 20th, a committee will be created to organize the competition and the notice, which should be published on December 20th, according to the schedule published by the federal government.

How will the Unified National contest work?

The test will be applied in 179 Brazilian municipalities. According to the Ministry of Management, for the selection of cities, factors such as population density, ease of access and radius of regional influence from medium to large cities were considered, delimiting municipalities with more than 100 thousand inhabitants and 50 thousand inhabitants, in this case specific to the northern region of the country.

At the time of registration – no date yet – candidates must choose one of the blocks of governmental areas of activity available in the competition. After this choice, candidates must indicate their position/career in order of preference among the vacancies available in the block of their choice.

The place of work for each vacancy will be available when there is a complete design of the distribution of opportunities, according to José Celso Cardoso, Secretary of People Management, who added that the majority will probably be carried out in the federal capital.

“Most of the vacancies are destined for Brasília itself, which are central administration bodies (…) Some bodies like Ibama, IBGE, Funai, INSS, we know that they have regional offices”, said the secretary in a live broadcast held on the day September 1st. “The candidate will not take the test by pre-choosing the place where he will perform the function, this will be a choice that will be made later, depending on his classification and depending on the availability of places where this exercise can take place”, he added.

The competition will be divided into two moments on the same date (scheduled to be February 25th): the first being an objective test common to all candidates, and the second specific and essay tests by thematic blocks. The general results of the first phase should be released by the end of April 2024.

“The test takes place on a single day with specific objective tests, including the essay by area of ​​activity. After the grades for these tests have been computed, the specific scores that each body or career wants to add in terms of academic qualifications are applied to the grades. and experience profiles. This is already standard practice, bodies already do this in traditional competitions and will continue to be able to do so”, said Cardoso.
