The Minister of the Civil House, Rui Costa, said this Monday, 18th, that the rehabilitation of construction companies in Brazil involves the formation of consortia with international and national companies. However, he stated that, despite the effort for rehabilitation, there will be no benefits in the new Growth Acceleration Program (PAC) for their training.

“There was a dismantling of national engineering, especially of large infrastructure companies. These companies competed for and won many works on several continents of the planet, several countries, and this whole process we had compromised too much”, said Costa, in a press conference with journalists after presenting the PAC to ambassadors. “Some companies simply closed, others changed their names, some lost 100% of their capacity and others managed, at least, to preserve their engineering, but lost their balance sheet, economic and financial condition to compete for projects,” he said.

“In other words, these companies have a large collection of certifications, accumulated knowledge, good engineering but they lack balance sheet and financial capacity to participate in large projects”, said Costa, citing that companies need working capital and credit to participate in infrastructure works. “So, the solution would be, in general, for them to form a consortium with international companies or national companies, and through a consortium, they performed to guarantee access to credit”, he added.

In the presentation of the PAC, which according to him, aims to attract new money to Brazil, Costa said that it is the government’s desire to speed up the processing of projects that facilitate investments and the implementation of infrastructure matters. “What we want is to take advantage whenever possible, instead of sending new projects, to take advantage of projects that are already being processed in the House, the Senate or the Chamber”, he commented.

According to the head of the Civil House, regardless of the merit of the original texts, the management will seek consensus. “If it’s not possible, in some case, we formulate a project and send it”, he commented.
