On the date on which the National Day of Struggle for Persons with Disabilities is celebrated, the Government of the Federal District (GDF), through the Secretariat for Persons with Disabilities (SEPD-DF), officially launches CadPcD. A ceremony is scheduled for this Thursday (21), at the headquarters of Apae-DF (SEPN 711/911, Conjunto E, Asa Norte, Brasília-DF) to register the occasion.

The Registry of Persons with Disabilities will centralize information about citizens with this situation in the Federal District. The system is now available to the population. And it is the PwD himself who enters the SEPD website, fills in his information and sends the required documentation. Until the last update of this article, more than 13 thousand registrations had been approved.

“CadPcD will be the gateway to GDF public policies”, explains Flávio Santos, secretary for People with Disabilities. According to the manager, the existence of the registry will reduce bureaucracy for citizens to access their rights. “Once the citizen passes the CadPcD, it means that the GDF recognizes that individual as a Person with Disability. This way, he will not need to prove his condition – often attested in an embarrassing way – whenever he tries to gain access to a public policy”, highlights Flávio.

The Special Free Pass, managed by BRB Mobilidade; the Orthotics and Prosthetics program, from the Department of Health; the DF Acessível, from TCB; and Companhia Habitação do DF (Codhab) already use CadPcD as a database.

Ciptea and Card for Persons with Disabilities

As soon as the CadPcD is considered “approved”, the citizen becomes entitled to the Identification Card for Persons with Autism Spectrum Disorder, Ciptea (exclusive for those with this condition), as well as the Identification Card for Persons with Disabilities. That’s what happened to Hakkinen Henrique Carvalho, who is autistic.

The resident of Santa Maria looked for the SEPD stand when the ‘GDF Closer to the Citizen’ action was in the city. He registered there and sent his documents to the system.

With Ciptea in hand, the freelancer highlights the importance of the document obtained through CadPcD. “We, who are ASD and have other illnesses that we cannot see physically, Ciptea shows that we have the right that all people with physical disabilities and the elderly have”, explains Hakkinen.

How to do CadPcD?

To do the CadPcD, the citizen needs to go to the SEPD website and look for the ‘Registration of Persons with Disabilities’ icon. You must enter your login and password for the “gov.br” system.

Once logged in, the citizen fills in their details and attaches the documentation. It is mandatory to have official identification documents with a photo; proof of residence (maximum 90 days); medical report specifying the disability and 3×4 photo

A SEPD team analyzes the documentation. The report must be approved by a medical expert. Once these steps have been completed, the registration is considered approved and the cards are available for printing.
