The mobile itinerant service unit of the Public Defender’s Office of the Federal District (DPDF) has served 7,139 citizens since the beginning of the current administration. In 2023 alone, 4,948 people in vulnerable situations received services. Plano Piloto, Ceilândia and Núcleo Bandeirante were the administrative regions with the most records of assistance, with 601, 418 and 350 assistances, respectively.
In the Pilot Plan, itinerant actions were promoted at the Bus Station, in Vila Planalto and in the largest DPDF center, located in the North Commercial Sector. Throughout the year, the mobile unit passed through regions such as Fercal, Samambaia, Vicente Pires, São Sebastião, Jardim Botânico, Taguatinga, Ceilândia, Sol Nascente, Recanto das Emas, Planaltina, Samambaia, Estrutural, Gama, Guará, Recanto das Emas, Sol Nascente, Brazlândia, Riacho Fundo, Plano Piloto, Núcleo Bandeirante and Sobradinho.
Opened in 2021, the DPDF mobile itinerant service unit is an access to justice tool that decentralizes service from the Legal Assistance Centers (NAJs) of the Public Defender’s Office of the Federal District and brings it closer to communities in vulnerable situations. The equipment offers all basic DPDF services, in accordance with a prior study of the demands of each region. The unit handles actions related to adoption, compulsory hospitalization to deal with drug addiction, judicial authorization for international travel of minors, defense in institutional care actions and removal of family power, among others.
The mobile itinerant service unit also carried out services in prisons, such as the Federal District Women’s Penitentiary, the Papuda Penitentiary Complex and the Provisional Detention Center (CDP), to provide legal assistance and monitor the health, food and contact conditions of inmates. prisoners and their families. Those re-educated at the Internment and Reeducation Center (CIR) also received free legal assistance in an action carried out in June this year. In addition, joint efforts by the DPDF mobile itinerant service unit were held at the Taguatinga Pop Center, the Plano Piloto Bus Station and the Parque da Cidade Exhibition Pavilion. With the support of the equipment, DPDF also provided legal and psychosocial assistance to the population in several RAs during the editions of the GDF Closer to the Citizen program, a project developed by the Secretariat of Justice and Citizenship (Sejus) with the aim of carrying out itinerant actions in several administrative regions, bringing quality of life and promoting well-being to citizens.
The unit was in Recanto das Emas, Guará, Itapoã and Planaltina. The Câmara nas Cidades project also included assistance from the mobile itinerant service unit. The objective of the actions was to listen to residents, debate proposals of interest and allow direct communication between the community, districts and government representatives in various regions. Likewise, the mobile itinerant service unit was present at the birthdays of Guará, Taguatinga and Sobradinho. Actions in public schools were also part of the itinerant service provision agenda.
The Absoluta Prioridade project offered, for the first time, free services at Escola Classe 510 in Recanto das Emas and served 350 citizens. At the Secondary Education Center 01 – Urso Branco, in Núcleo Bandeirante, an action promoted by the DPDF Legal Assistance School (Easjur/DPDF), in partnership with the Social Service of Commerce (Sesc), the National Service for Commercial Learning ( Senac), the Regional Administration of Núcleo Bandeirante and the Guardianship Councils offered, during the two days of service, legal assistance, mediation, gynecological exams, IUD insertion, DNA tests, nursing and dental consultations. In partnership with Guardianship Councils, the equipment was also in Recanto das Emas.
The action Guardianship Councils and DPDF: partnership for the benefit of the population, carried out in April, offered, among other services, legal assistance related mainly to family law, such as divorce actions, alimony (execution of maintenance rite of arrest and fixation of food), paternity investigation, custody, formalization and guidance for vacancies in daycare centers in the Federal District, DNA testing and guidance, in addition to psychosocial care.
Furthermore, the mobile itinerant service unit participated in the Walk against Feminicide. The event, created by the Instituto Mulheres Feminicídio Não, was held in March, in protest against all types of violence committed against women. The general public defender, Celestino Chupel, highlights that the services provided by the mobile itinerant service unit are extremely important and aim to bring legal services and free assistance to areas that are difficult to access or needy communities that may have difficulty accessing justice. in a traditional way. “This innovative and itinerant approach significantly expands the reach of the Public Defender’s Office of the Federal District, benefiting the largest possible number of people in situations of economic and social vulnerability”, he explains.
Traveling actions
DPDF also carries out itinerant actions to guarantee access to Justice and defend the interests of low-income people, seeking to promote equality and the exercise of citizenship. The aim is to bring the institution closer to citizens who need services, ensuring access to justice and the protection of the rights of people in situations of economic and social vulnerability, contributing to a fairer and more equal society. In May this year, an action was carried out in honor of Gari Day. The initiative was part of the Na Hora Mobile Unit project, organized by the Secretariat of Justice and Citizenship (Sejus). In July, a joint effort to provide legal and psychosocial assistance to families served by the Association of Parents and Friends of Disabled People in the Federal District (Apae-DF).
The services offered included specialized care for exams, consultations, treatments, hospital admissions, surgeries, guardianship analysis, supported decision-making, support for duplicate documents, reception and forwarding of reports of rights violations, among others. Through Easjur, DPDF also carried out an itinerant action at Casa de Ismael – Lar da Criança, in Brazlândia. On the occasion, legal assistance services, rights education, professional qualification and preventive health actions were offered.
