President Luiz Inácio Lula da Silva (PT) began, this Tuesday (19), the General Assembly of the United Nations (UN), in New York. During his speech, the Brazilian representative once again defended the end of social inequality and hunger. “Inequality needs to inspire outrage,” he said.
“Indignation at hunger, poverty, war, disrespect for human beings. Only moved by the strength of indignation will we be able to act with will and determination to overcome inequality and effectively transform the world around us”, he stated.
Lula also called out the UN on the matter. “The UN needs to fulfill its role as builder of a more just, supportive and fraternal world. But it will only do so if its members have the courage to proclaim their outrage at inequality and work tirelessly to overcome it,” she concluded.
Reform of institutions
However, the main points of Lula’s speech were the reform of global multilateral institutions and the importance of preserving the environment.
“Amidst the rubble of neoliberalism, far-right adventurers emerge who deny politics and sell solutions that are as easy as they are wrong. Many have succumbed to the temptation to replace a failed neoliberalism with a primitive, conservative and authoritarian nationalism,” he said.
“The richest 10% of the world’s population are responsible for almost half of all carbon released into the atmosphere. The climate emergency makes it urgent to correct course and implement what has already been agreed. It is for no other reason that we talk about common but differentiated responsibilities,” she said.

In a speech made shortly before the Brazilian president, the UN secretary general, António Guterres, reinforced Lula’s request for reform of institutions. According to the representative, “the world has changed”, but the institutions remain the same.
“The time has come to renew multilateral institutions, based on the economic and political realities of the 21st century and anchored in the principles of the UN Charter and international law,” said Guterres.
The secretary also defended the reform of the organization’s Security Council and the international financial structure. The council is made up of 10 rotating representatives and five permanent representatives with veto power.
Emptying
The plenary in which the Brazilian president speaks, however, is empty. In addition to the expectedly absent presidents of China, Xi Jinping, and Russia, Vladimir Putin, the president of France, Emmanuel Macron, and the Prime Minister of the United Kingdom, Rishi Sunak, did not attend. Thus, the President of the United States is the only one present among the leaders of the UN Security Council.
