The secretary-general of the United Nations (UN), António Guterres, defended this Tuesday (19) the reform of global multilateral institutions, a long-standing demand from Brazil and reinforced in recent months by President Luiz Inácio Lula da Silva.

In a speech at the UN General Assembly in New York, Guterres said that “the world has changed”, but the institutions remain the same. “The time has come to renew multilateral institutions, based on the economic and political realities of the 21st century and anchored in the principles of the UN Charter and international law”, said the secretary-general in front of leaders from around the world.

“This means reforming the Security Council and redesigning the international financial architecture,” declared Guterres, adding that the alternative to renewing multilateral institutions would be increased “fragmentation.” “It’s reform or break,” he said.

The UN Security Council is made up of 10 rotating representatives and five permanent representatives with veto power: China, the United States, France, the United Kingdom and Russia, the victors of the Second World War, which ended 78 years ago.

Brazil and other countries are calling for the inclusion of new permanent members in the organization to increase the representation of the emerging world. “We cannot face problems effectively if institutions do not reflect the world as it is”, highlighted Guterres.

According to the secretary, the planet “is getting closer and closer to a major fracture in economic and financial systems and in commercial relations.” However, Guterres guaranteed “no illusions”. “Reforms are a question of power. I know there are many conflicting interests and programs,” he said.
