The Public Ministry of the State of Rio de Janeiro (MPRJ), through the 2nd Collective Guardianship Public Prosecutor’s Office – Núcleo Barra do Piraí, issued, this Monday (18), factual notice for a preliminary investigation into the excesses of the speech and assessment of possible responsibility on the part of the mayor of Barra do Piraí, Mário Esteves, including in the context of administrative improbity.
During the inauguration event of a public project, on the 14th, the mayor, after calling the Secretary of Health, spoke with the following words: “There is no shortage of children in Barra do Piraí. Where is Dione (Caruzo, Secretary of Health)? We have to start neutering these girls. Control this population. It’s a lot of son, man! It’s a maximum of two. Make a law in the Chamber. There is a maximum of two, because there is a daycare center to be ‘built’ in the coming years.”
According to the MPRJ, the case had great repercussion in the media, and several news items published by the press were attached to the prosecution’s procedure, which established a deadline of ten working days for the mayor to provide clarifications on the content of his speech, in which defended “castrating” the city’s “girls”.
“It must be documented which population control measures were effectively implemented during your government, especially the number of tubal ligation and vasectomy surgeries, the criteria for approval of such surgeries, as well as the distribution of condoms and other contraceptive methods in the municipal network of health”, says the MPRJ.
Expulsion
Solidariedade unanimously decided to expel the mayor from the party after speaking about the castration of girls. “Our party has among its core values the defense of women’s rights, the promotion of gender equality and the incessant fight against any form of discrimination. We will remain firm in our commitment to building inclusive public policies and raising awareness in society about the importance of respecting and valuing women in all instances of power”, says the Solidariedade note.
On his social networks, Mário Esteves said that, at no point, did he have “the intention of offending any part of the population”, much less women. “I recognize the mistake in changing the technical term – tubal ligation for “castrate. However, this does not diminish the importance of the subject. What should be on the agenda was family planning,” he said. “I’m sorry if the inappropriate placement of a word offended some people, especially women.
