The mayor of São Paulo, Ricardo Nunes (MDB), who nods to Jair Bolsonaro (PL) in search of an alliance to try to be re-elected in 2024, says that he considers the former president a democrat and that he “is moving” towards receiving the his support, but that he will not be your best man in the campaign.
“This thing of depending on someone to be the driver (that’s not me). I’m going to tell my life story,” said Nunes in an interview with Folha de S.Paulo in her office, on Wednesday (13).
Bolsonaro, however, says that the PL may have its own candidate in the race – currently led by federal deputy Guilherme Boulos (PSOL). As the Mônica Bergamo column, from Folha de S.Paulo, reported, the former president started to defend that the party put forward a name and only support Nunes in a possible second round.
The mayor, who has 24% of intentions in Datafolha, compared to 32% for Boulos, is the second to participate in a series of interviews with the main pre-candidates.
QUESTION – What factors do you consider, as you enter the final stretch of your mandate, to justify your re-election?
RICARDO NUNES – We had very difficult years during the pandemic. I was going to open a school and you (the press) were going to interview me about the vaccine, beds, deaths. Then came that very polarized election, Lula and Bolsonaro, Bolsonaro and Lula. I was no longer able to communicate much because of this.
But even so, we did important work for the city, which was consolidating its financial health. And it’s the pillar of everything, because you won’t be able to do things if you don’t have it.
How certain are you that Mr. Will you have the support of former president Bolsonaro?
RN – Sure, I don’t have it. I would like to have. What I’m going to do in the campaign is show what we did. The municipal election will not have this controversial discussion.
Even if Bolsonaro is in your campaign?
RN – Yes. My story is of being a person who talks and governs for everyone. My actions and the composition of my secretariat demonstrate this. My mind is that of a businessman, of “what is the result?”.
In the last election, Bruno (Covas) didn’t have anyone sponsoring him, he had his life story. João Doria, the same thing. This thing of depending on someone to drive (it’s not me).
It is not possible to say that Bolsonaro will be a godfather to Mr. in the campaign?
RN – No, not godfather. I want support. I think he’s moving forward so he can have that support. (But) godfather, I don’t think Marta Suplicy (is), nor Bolsonaro. It is a group of people who understand that this front is important against what we understand to be the extreme left.
How do you see the threat from Bolsonaro supporters to name a name because they believe that Mr. won’t he be the right-wing candidate?
RN – I didn’t receive a threat. On the contrary. I saw an interview with the president of the PL, Valdemar (Costa Neto), talking about the importance of continuing to support both our government, of which they are part, and the election. The municipal president openly declared that he wants the PL to be together.
And will governor Tarcísio de Freitas (Republicans) support him?
RN – He never spoke publicly, but no one ever asked him either.
And for Mr. Has he already spoken?
RN – No. I didn’t ask either. What he says is this: “You’re going to win, it’s going to work, we need to continue working together.” I really like him, he has a similar style to mine. He is a thoughtful, focused guy, not an extremist.
Bolsonaro has become ineligible, he is the target of a series of investigations, there is a plea bargain (from former aide-de-camp Mauro Cid) that could affect him. How do you face this?
RN – You are talking about a topic that I have no knowledge of in detail, what the investigation is. Now, what I noticed from President Bolsonaro was always a position of seriousness, of not being a person involved with wrong things, of being a correct person.
I think President Bolsonaro’s support is very important, it is fundamental. I am grateful for what he did for the city. He helped a lot with the debt negotiation (at Campo de Marte airport). But the mayor will be me.
Is Bolsonaro a Democrat?
RN – I think so. If he was elected deputy several times, why wouldn’t he be?
Given the way he acted in government and some topics that are the target of investigation now, such as threats to the elections, criticism of the polls, various attempts to insinuate a coup, threatening Supreme Court ministers, that type of attitude. Does this fit the image of a Democrat?
RN – From what I saw of him, it was a Democratic position. I don’t see anything he did contrary to that. He is a man who was elected deputy by vote and became president. Or you will want to deny the Brazilian democratic system. We may like it or not, but he was elected.
Mr. always mentions Bruno Covas, who repeated that he was a centrist radical. Is it possible to be a centrist, like you? say, and at the same time be an ally of Bolsonaro, who is considered a radicalized politician?
RN – Look, I’m the mayor. I spoke with the Bolsonaro government, I dialogue with the Lula government. As a councilor, he spoke a lot with all councilors from all parties.
This (making alliances) is natural. (Fernando) Haddad, in the 2012 election, despite being on the left, from the PT, he presented himself as if he were a centrist candidate. He talked to the right, and at that time the representative was (Paulo) Maluf. Bolsonaro’s leadership figure did not exist.
Datafolha showed support for Mr. in low-income voters, a group in which Lula is a strong electoral leader. Could his position be threatened when the president joins Boulos’ campaign?
RN – I don’t think so. For me, it is clear that voters will discuss the city. In the 2020 election, Lula’s candidate (Jilmar Tatto) did not do well. Bolsonaro’s (Celso Russomanno) didn’t go well. Bruno was the one who did well, because he demonstrated what he was doing for the city.
I truly came from the outskirts. Unlike someone who wanted to create a fake, I lived in Parque Santo Antônio, studied at a public school, used the health center in my neighborhood. We have 1,300 projects today, the vast majority on the outskirts. So, it’s natural for the result to come. People identify with me.
What do you mr. Tell the São Paulo resident that you are critical of the management and are dissatisfied with the situation in the center, with the cracolândias and so many other problems?
RN – I think I have the ability to face these problems in a very different way. I know what it’s like to be middle class, I know what it’s like to live on the outskirts, I was a councilor for eight years. It’s this life baggage that I was able to bring.
How does this respond to the cracolândia problem?
RN – Things are already better. In 2015, there were 4,000 users. Today there are a thousand or so people, more than 2,000 undergoing treatment. What do we have to do? Continue to insist and take actions to reduce the supply of crack there, which is by arresting drug dealers.
What is the cost-benefit of the approach that spreads cracolândia and generates side effects such as the closure of businesses?
RN – So, (cracolândia) is a 30-year problem. We had to take some actions to allow health and social assistance agents and police forces to enter there. It was necessary to remove that dominance from the criminal organization, access people and convince them to undergo treatment.
His opponents say that Mr. keeps a budget of R$34.8 billion in cash to use for electoral purposes. Like mr. responds?
RN – There isn’t a cent in cash sitting idle. All resources are initialed, with an allocation placed within the administration’s target plan and priorities.
Mr. is carrying out the biggest resurfacing program in history under attack from mobility movements, who argue that it reproduces a car-centric vision. How do you respond to these criticisms?
RN – We are making investments, in the area of mobility alone, of around R$4.6 billion. There are important actions to encourage the use of public transport, in addition to speeding up the expansion of the subway and expanding bus lanes, exclusive lanes and cycle paths. In November, we started water transport at Billings (dam).
What exactly does Mr. classify your rival Boulos as radical and far left?
RN – Everything that I and everyone else saw about his life story. He is a person who does not dialogue with all sectors. I never invaded anything from anyone, I never stole anything from anyone.
On the issue of housing policies, I think it is very clear what I have been doing. I signed agreements with entities for the construction of 14 thousand units. It is the serious housing movement entities that are building.
Is the MTST (to which Boulos is linked) on that list?
RN – No. Not because we excluded them, but because they didn’t want to participate (in the agreements).
A topic that arose in the electoral debate is the current administration’s spending on advertising, due to the fact that Mr. be a candidate for re-election. How do you justify this expense to the citizen?
RN – It has nothing to do with it. All advertisements are of interest to the population, to communicate public campaigns, for example vaccination, dengue fever, services, education. This is not what will change the electoral course. If that changed, everyone in government would win (re-election).
In the Sabesp matter, Mr. signed the terms of accession to URAE, which was seen as a step towards privatization. This process depends a lot on you, since without the capital the governor would not be able to move forward. Mr. Are you in favor of privatization?
RN – It’s not that I defend privatization, I defend what is the best service. If privatization brings a reduction in tariffs and we manage to maintain or increase investments, it will be great for the city of São Paulo. Joining the URAE does not mean that it is related to privatization, which is another stage.
